The building was built on the site of the demolished dilapidated buildings beginning Fedoseevskaya street. The project of the Palace was executed by the company "Antica-plus". Author of the project: Leonid Gornik. Construction work began in the spring of 2008 and was completed in 2010. The cost of construction of the building amounted to 2.2 billion rub. Since 2011, on the day of the Republic and the city on August 30 in the square next to the Palace in front of thousands of spectators held a gala concert of the international Opera festival "Kazan autumn" in the modern world format in the open air "open air" with a free visit. In the first such concert was attended by Russian diva Lyubov Kazarnovskaya and Italian tenor Leonardo Gramegna accompanied by the State Symphony orchestra of Tatarstan.
